Abstract
- In Rwanda, the new government is taking office. The new President was sworn in today. The RPF has a firm grip on the country, except for the security zone, which remains protected and defended by the French.
- Paris recognizes the victory of the Rwandan Patriotic Front. But on the ground, the tragedy continues: a new wave of refugees is now entering Zaire from the south.
- Rwandans are no longer dying solely from machete attacks or disease. Now, people are also dying from dehydration and malnutrition, exhausted and dying before the eyes of others, more resilient, living on borrowed time. Relatives stay until the very end, by the side of those whom death takes, powerless to do anything.
- The scale of what is happening in the Rwandan refugee camps in Zaire is unprecedented. Worse than Somalia, Kurdistan, or the former Yugoslavia.
- Since last Wednesday [July 13], 1,500,000 people have fled Rwanda, which is being emptied of its population.
- This mass exodus has one explanation: the panic caused by government propaganda broadcasting radio messages claiming that the RPF's advance was accompanied by widespread massacres.
- An inadequate airport, difficult-to-organize road convoys, and humanitarian aid arriving in dribs and drabs. Only 60 tons of food have been delivered so far, while 600 tons are needed daily.
- Overwhelmed by the scale of the tragedy, humanitarian organizations say that if aid is not better organized within three days, we will witness an "unbelievable disaster."
