Abstract
Signed on May 28, 1994, the contract between Captain Barril and the government of Rwanda provides for the supply of 20 men and ammunition for an amount of $3,130,000 with an immediate payment of $1,300,000. These men will train Deep Search Commandos (CRAP) at Bigogwe camp, not far from Gisenyi.
Comment
Georges Ruggiu points out in his interrogation by the ICTR the presence of French soldiers or mercenaries in Bigogwe. The reality of this contract is attested by the letter from Sébastien Ntahobari to Paul Quilès dated November 20, 1998. A situation report dated June 14 from the DGSE attests that Barril supplies arms to government forces. Barril is certainly acting on orders from the Élysée through the Ministry of Cooperation. This contract was made public by Charlie Hebdo on September 9, 2009.
