Abstract
According to Edgar Morin, we must hope to regulate the brain machine of the human being which tends to become demented. And to quote certain critical circumstances, such as Rwanda, "where two populations which coexisted in a peaceful way pass to an incredible mutual violence… At one moment, a frenzied murderous delirium breaks out in one of these populations then in the other" .
