Abstract
The "humanitarian corridor" operation, initiated by Bernard Kouchner during his trip to Rwanda from May 12 to 16, 1994, aroused the suspicion of General Dallaire. It was an operation remotely controlled by the Elysee Palace aimed, by repatriating the wounded and orphans in France, to improve the image of the Rwandan government in public opinion. Bernard Kouchner's interview with General Dallaire on June 17, 1994, to ask him to request the intervention of French troops in Kigali in order to save orphans threatened with death is in the direct line of the will of François Mitterrand, in Council restricted on June 15 to send troops to protect sites in Kigali. These orphans would therefore have served as a pretext for the landing of the French paratroopers in the capital, which would have made it possible to keep the genocidaires there. Thus it appears that the laudable goal of saving lives can serve as a pretext to provide aid to assassins.
