KIGALI, Oct 14 (AFP) - Negotiations with rebels of the Patriotic Front which invaded Rwanda a year ago this month should be the first task of new prime minister Sylvestre Nsanzimana, President Juvenal Habyarimana said here Monday.

He was speaking at the reopening of the university closed down when guerrillas began attacking from Uganda.

Three other essential tasks for the transitional government would be to prepare for fair general elections, start the organised return of refugees, and set an economic structural adjustment programme in hand, Habyarimana said.

Nsanzimana, 55, a former foreign minister, was named to the premiership at the weekend. The post was created in a new constitution adopted in June.

Habyarimana said he would ask the prime mnister to set up a committee of "wise men" known for their impartiality to which all parties could have recourse.
