In this report of an informal meeting of the Security council, Hervé Ladsous is speaking about the
mission of ambassador Gharekhan, political adviser of Boutros Ghali concerning Rwanda. According resolution 912, UNAMIR is reduced to 460 men. Nigeria's ambassador asking if the 1,000 men evacuated
are kept in Kenya for an eventually redeployment, Gharekhan answers that they are returning to their countries. Colin Keating, Council's president, reports that MSF confirms the information that government army and presidential guard has systematicaly killed nurses and wounded persons at Butare hospital on saturday 23th April. Spain ambassador asks for a commission of inquiry. Gharekan answers that it is not reasonable, the security of observers would not be garanteed. It's sure after the reduction of UNAMIR to 270 soldiers, decided by resolution 912 adopted with the agreement of Ladsous. He concludes that council's president is asking neighbourgs countries to help parties to agree to a cessez-le-feu. Two days later, the foreign minister of this murder's government will be
