Confused reports on the situation (is there a cease-­‐fire? or not? –
no) yield a confused situation of the SC. Western countries believe it
is too soon for the SC to decide anything by way of a resolution and
that we first need to know from the SG what actually could be done.
The SC President consequently drafted a letter asking the SG exactly
this question – but during subsequent informals, this letter was
subjected to so detailed a textual analysis and criticism as though it
were at least a PRST. Meanwhile, two draft resolutions have appeared,
one authored by Djibouti and other by NZ. We are not enclosing these
drafts. We’ll make use of the presence of [the Head of our Africa
Dept] and react on the spot.
