Amb Gharekhan, the SG’s representative, informed that SG’s Special
Envoy Iqbal Riza (Kofi Annan’s Deputy) and general Baril (Annan’s
military advisor for PKOs) had left on Friday for Rwanda to map out
the situation and to discuss with the UNAMIR Commander the
possibilities of the second stage of the operation as per resolution
918. In RPF HQ in Mulindi they held talks with the RPF. They then
wanted to drive to Kigali but the RPF didn’t agree. They therefore
had to return to Uganda from where they will manage to fly to Kigali
only on May 24, to hold talks with representatives of the RGF armed
forces. Both parties agreed to cease military operations in Kigali
whilst the delegation is present. The RPF sharply criticized the UN
for its contacts with the RGF which the RPF doesn’t recognize,
considering it illegal and responsible for the massacres.

Kigali is quiet. The RPF has occupied the airport, the near‐by
barracks and the whole vicinity. UNAMIR units are staying on at the
airport. A UN flight landed on May 23 with humanitarian assistance.

SC President Gambari informed that in addition to Ghana, Senegal too
agreed in a letter to the SG to send 800 of its soldiers to Rwanda. A
written agreement, without specific numbers, was also received from
Ethiopia. Zimbabwe, Zambia, Tanzania, Nigeria, Namibia and the Congo
should he heard from imminently.
