Habyarimana's Personal Emissary, Transport
Minister Andre Ntagerura
Rwandan Ambassador Aloys Uwimana called today to inform us
that President Habyarimana is sending Minister of Transport and
Communications Andre Ntagerura to Washington this week to
discuss the current impasse over formation of the transition
government. Habyarimana sent Ntagerura to New York this past
weekend to explain the President's views on the impasse to UN
SYG Boutros Ghali, after Boutros Ghali had called the President
last week and apparently accused him of blocking the process.
Uwimana said that Ntagerura is coming to Washington now and
would like a meeting with you for either tomorrow (Wednesday,
March 2) or the next day. We recommend that you meet with him
to once again urge that the transition government be formed and
that the Arusha Accords be fully implemented. Last week's
political assassinations and violence make resolution of the
impasse all the more urgent. If your schedule does not permit
a meeting on such short notice, we recommend DAS Bushnell see
the Minister. (She met separately with RPF Chairman
Kanyarengwe and Ambassador Uwimana last month.)
