This February 1993 DRM intelligence note stating that the RPF has SA-7 and SA-16 surface-to-air missiles is contradicted by notes from the start of Operation Turquoise which state that the RPF has no missiles. See among others Point of Situation of 24/06/1994 07h00 and Daily Situation Report: June 24, 1994 At the start of Operation Turquoise, it was a question of reassuring the general staff in Paris. French planes and helicopters do not run the risk of being shot down by RPF missiles. We observe here that the accusation against the RPF for having shot down Habyarimana's plane was already in the making in 1993.
