"The main enemy is the Tutsi inside or outside, extremist and nostalgic for power, who has never recognized and does not yet recognize the realities of the Social Revolution of 1959 and who wants to regain power in Rwanda by all means, including arms”. All the Tutsi having had to suffer from the persecutions that began in 1959, cannot see any benefits in them. They can only wish for an end to these persecutions and exclusions. Even if this is not followed by acts and remains at the level of the intention, this attitude falls exactly within the definition of the enemy. The rapporteur of the United Nations Commission on Human Rights, Mr. René Degni-Ségui, saw in this text which defines the Tutsi as the main enemy proof of genocidal intent. The ICTR did not want to see a genocidal plot there, accepting the fact that members of the commission which would have drawn up this text were not suspected of genocide, such as Colonel Marcel Gatsinzi and maintaining that the Tutsi only become enemies if he commits prohibited acts. That's not what we understand from the first sentence. This text is written in French. He could not be ignored by the French officers, in particular Lieutenant-Colonel Jean-Jacques Maurin, adviser to the Chief of Staff of the Rwandan army and Colonel Jacques Rosier, commander of Noroît. They follow their leader, Admiral Lanxade, who sees the Tutsi as an enemy in everything. See Note of October 11, 1990

A. DEFINITION DE L'ENI

L'ennemi se subdivise en deux catégories :

- l'ennemi principal
- les partisans de l'ennemi.


1. L'ennemi principal est le Tutsi de l'intérieur ou
de l'extérieur, extrémiste et nostalgique du pouvoir, qui n'a jamais
reconnu et ne reconnaît pas encore les réalités de la Révolution
Sociale de 1959 et qui veut reconquérir le pouvoir au Rwanda par
tous les moyens, y compris les armes.
2. Le partisan de l'ENI est toute personne qui apporte tout concours à l'ENI principal
