THE DONORS MADE ANY OFFERS OR COMMITMENTS. WE HAD EARLIER
ASKED THE FRENCH MILATT TO TRY TO CONFIRM WHETHER OR NOT
PARIS PLANNED TO PROVIDE TRANSPORTATION TO BURUNDI FOR THE
OAU FORCE, BUT HE WAS UNABLE TO DO SO. THE BELGIAN
AMBASSADOR STATED TO US THAT HE BELIEVED BELGIUM MIGHT BE
INTERESTED IN PROVIDING THE AIR TRANSPORT FOR THE FORCE,
BUT THAT HE HAD TO CHECK WITH BRUSSELS. OAU OFFICIALS

- FLAK JACKETS/PROTECTIVE VESTS
- GAS MASKS
- FLASHLIGHTS
- 3 EACH HF RADIO SETS
- FUNDING SUPPORT FOR SOME VEHICLES AND FUEL (TO BE
PURCHASED LOCALLY IN BUJUMBURA)
- LIFE INSURANCE FOR OAU FORCE (ESTIMATE COST OF PREMIUMS
AT USD 22,500 PER MONTH FOR 200 PERSONNEL, BASED ON NMOG
PREMIUM OF USD 4,500 PER MONTH FOR 40 PERSONNEL).
4. (C) FRANCE SHOULD BE ENCOURAGED TO PROVIDE ADDITIONAL
VHF RADIOS AND NVG'S/NIGHT BINOCULARS TO ENSURE

5. (U) I BELIEVE APPROXIMATELY USD 410,000 REMAINS IN THE
OAU'S FMF ACCOUNT. A MESSAGE REQUESTING DOD/DSAA
COMPTROLLER CONFIRM THE PRECISE AMOUNT WAS TO HAVE BEEN
SENT FROM ADDIS ON 23 NOV. KIGALI WAS NOT AN INFO
ADDRESSEE ON THAT CABLE, SO I CANNOT CONFIRM THAT IT WAS
TRANSMITTED.
