FRENCH DPR LADSOUS REPORTED THAT RWANDA'S GOVERNMENT
ACCEPTS THE DEMARCATION OF THE FRENCH SAFE ZONE AND
PROMISES TO RESPECT IT. FRANCE CONTINUES TO DISARM
INDIVIDUALS AND MILITIA MEMBERS IN THE SAFE AREA WITHOUT
INCIDENT, AND WITH THE APPROVAL OF THE RPF. LADSOUS
SAID THAT FRENCH WITHDRAWAL FROM RWANDA WILL TAKE PLACE
OVER THREE PHASES BEGINNING 31 JULY AND ENDING 21 AUGUST.

THE RPF, ACCORDING TO LADSOUS, IS NO LONGER OPPOSED
TO CONTINGENTS FROM CERTAIN AFRICAN COUNTRIES, INCLUDING
SENEGAL, PARTICIPATING IN UNAMIR. LADSOUS ADDED THAT
THE RPF WISHES TO SEND REPRESENTATIVES INTO THE SAFE
AREA TO PERSUADE PEOPLE THEY MAY RETURN TO THEIR HOMES
WITHOUT FEAR OF RETRIBUTION. FRANCE IS EXPLORING WAYS
TO ACCOMPLISH THIS WHILE PROTECTING THE SECURITY OF THE
RPF OFFICIALS AND PRESERVING GENERAL CALM IN THE
PROTECTED
AREAS.

FINALLY, LADOSUS ANNOUNCED THAT RADIO MILLES
COLLINES HAS BEEN SILENT FOR THE LAST 12 HOURS.


UNCLASSIFIED
CONTRIBUTION TO THE RELIEF EFFORT. HE ADDED THAT U.S.
PRIORITY REMAINS THE REPATRIATION OF REFUGEES, AND THAT
THE MOST EFFECTIVE WAY TO ACCOMPLISH THIS IS BY
REORIENTING UNAMIR'S FORCES.
B. NEW ZEALAND PERMREP KEATING NOTED THAT UNAMIR STANDS
GROSSLY UNDERSTAFFED WHILE COUNTRIES NOW PLEDGE HUNDREDS
OF MILLIONS TO PROVIDE RELIEF WHICH MAY NOT HAVE BEEN
NECESSARY HAD JUST $20-30 MILLION BEEN COMMITTED A FEW
WEEKS AGO. HE REGRETTED THAT THE MONEY SPENT NOW IS
BEING DIVERTED FROM MUCH NEEDED DEVELOPMENT ASSISTANCE
ELSEWHERE. IN GENERAL, HE FEELS THIS POINTS TO A LARGER
FLAW IN THE WAY THE SECURITY COUNCIL, AND COUNTRIES IN
GENERAL, ARE FORCED TO RESPOND TO CRISES.
WAR CRIMES TRIBUNAL

9. IN HIS STATEMENT DURING THE PLEDGING CONFERENCE FOR
RWANDA, THE SYG ANNOUNCED THAT THE UNSC WOULD SOON
APPROVE THE CREATION OF A COMMISSION OR TRIBUNAL TO
EXAMINE THE QUESTION OF GENOCIDE. PURSUANT TO THIS,
FRANCE ALSO REPORTED TO THE COUNCIL THAT THE GOVERNMENT
OF RWANDA HAS AGREED THAT AN INTERNATIONAL TRIBUNAL MUST
BE ESTABLISHED, ALTHOUGH IT WANTS TO RESERVE THE RIGHT
TO IDENTIFY THOSE WHO WILL BE CHARGED. LADSOUS SAID
THAT FRANCE IS ACTIVELY GATHERING TESTIMONY IN
PREPARATION FOR SUCH A TRIBUNAL.
