3. THE UN MILITARY ADVISOR TO THE SECRETARY GENERAL
ADVISED USUN THAT THE UN WAS MOVING 10 ARCS FROM
UNISOM II TO RWANDA, VIA UGANDA, STARTING TODAY.
THEY ARE ESTABLISHING A TRANS SHIPMENT FACILITY IN
UGANDA AND EXPECT TO COMPLETE THIS AND THE SHIPMENT
OF UNISOM II APCS, WHICH APE / NOT, REPEAT NOT,/ US
OWNED APCS BY NEXT WEDNESDAY, AT WHICH TIME THEY

4. THE UN IS AWARE THAT THE US IS PREPARED

US APCS AS EARLY AS THIS SUNDAY. MG
THAT EARLIER SHIPMENT WOULD CREATE A LOGISTICAL
BOTTLENECK FOR THE OPERATION, AS THEY HAVE NO
FACILITIES TO STORE, SERVICE, OR SECURE HEAVY
EQUIPMENT IN UGANDA. THE INTENT IS TO BRING THE
APCS IN AT A TIME THAT ALLOWS IMMEDIATE TRANS
SHIPMENT BY GROUND TO KIGALI. EARLY ARRIVAL WOULD
REQUIRE THE UN TO ESTABLISH A DEPOT OPERATION, WHICH
WOULD BE A DIVERSION OF RESOURCES WITH NO INCREASE
IN OPERATIONAL CAPABILITIES.
5. MG BARIL HAS ALSO REQUESTED THAT THE US PROVIDE
A SMALL AIRFIELD CONTROL PARTY TO SUPERVISE THE
ARRIVAL, OFF LOAD, AND DEPARTURE OF AIRCRAFT
CARRYING THE US APCS, AS WELL AS A SMALL NUMBER OF
APC DRIVERS TO ASSIST WITH MOVING THE APCS WITHIN
THE TRANS SHIPMENT POINT, AND A MAINTENANCE CONTACT

6. THESE APCS ARE GOING FROM A NON ESTABLISHED TRANS
SHIPMENT POINT DIRECTLY INTO RWANDA. ACCORDINGLY,
THEY SHOULD ARRIVE IN THEATER PAINTED IN UN COLORS.
THE UN WILL HAVE NO CAPABILITY OF PAINTING THEM
