 SITUATION AS OF 1600 EDT, 04/08/94 EDT,
 • (C) RPF Commander Kagame told DIA Col. Parker the RPF
 is attacking south through the DMZ. They expect to be in
 Kigali tomorrow. The RPF justified the move because the
 ceasefire has been violated, its Kigali contingent had
 been attacked, the Rwandan army is killing officials and
 Tutsis, and the UN is unable to control the situation.
 The RPF will not interfere with expatriate departures and
 will cooperate with UNAMIR and foreign governments in
 Kigali. (1415 EDT Kagame/Parker telcon)
 • (LOU) Major General Ndindiliyimana has taken control
 of the armed forces and is negotiating with UNAMIR
 General Dallaire and RPF elements at an undisclosed
 location. According to the Embassy, the Major General is
 "professional" and wants an end to the fighting.

 • (LOU) As of 1430 EDT, the situation in the Seventh Day
 Adventist mission in Mudende had improved. The Americans
 followed the consul's advice and gathered in a central
 location (two neighboring houses) and "paid off" the mob,
 which is no longer menacing them. (Embassy telcon)
 • (LOU) A group of 24 Americans living outside of Kigali
 are organizing a convoy to travel overland to Burundi
 Saturday. They received permission from gendarmerie and
 military authorities, and the Embassy believes the roads
 are generally open, although there are sporadic
 roadblocks. (Embassy telcon)

 • (U) Two French military "cooperants" and the wife of
 one of them were reportedly killed by RPF troops. They
 had reportedly been providing refuge to Hutus in their
