 Appointment Request - RPF Chairman Kanyarengwe
 
 DISCUSSION
 
 On January 31, RPF local representative Charles Murigande
 informed us that RPF Chairman Alexis Kanyarengwe is in
 Washington this week to attend the Congressional Prayer
 Breakfast. Kanyarengwe has requested a meeting to discuss the
 current situation in Rwanda. (Murigande suggested meeting on
 Friday, Feb. 4.) We recommend that you agree to meet
 Kanyarengwe and use the opportunity to urge the RPF to
 cooperate in forming the broad-based transition government as
 soon as possible. If this meeting cannot be worked into your
 schedule, we recommend that DAS Bushnell meet with Kanyarengwe.
 During the troika meeting in Paris, we agreed with the
 Belgians and French that a trilateral demarche on all the
 players was necessary in order to push the Rwandans to form the
 new government. The longer the impasse over formation of the
 government continues, the greater the risk of violence, which
 could threaten the entire peace process. We instructed our
 Embassy to coordinate with the French and Belgians to make the
 demarche discussed at the troika meeting. We can use the
 meeting with Kanyarengwe in Washington to reinforce the message
 being delivered in Kigali.
 RECOMMENDATION
 
 That you agree to meet with RPF Chairman Kanyarengwe
