Abstract
- Edouard Balladur will be in New York on Monday [July 11] to address the Security Council on Rwanda. France wants to ask the UN to take over from its Operation Turquoise and non-governmental organizations to step up their action. It must be said that in the west of Rwanda in particular, hundreds of thousands of refugees, Hutu or Tutsi, are in a catastrophic situation. The Red Cross has also asked for emergency international aid.
- Barely a few kilometers from the lines of the Rwandan Patriotic Front, the French soldiers are launching a "sweep of arms" operation. Accompanied by Rwandan gendarmes, they discover well-stocked caches and search civilians who claim to maintain order. In the middle of the market, the harvest caused a sensation. In the French humanitarian zone, only those authorized by the prefecture can be armed. Because safety in the area is the main message we want to get across.
- The goal of Commander Gillier's tour this morning: to make people understand that civil peace is essential for humanitarian associations to come despite their reluctance on Operation Turquoise. - For the moment the French are content with exploratory missions. For two days, Médecins sans frontières has been moving from one camp to another to assess the needs of the refugees in their makeshift camps.
