Abstract
- In Rwanda, refugees are increasingly living in fear of the departure of the French, announced for August 22. In Kibuye, for the first time, representatives of the Rwandan Patriotic Front were received in the French-controlled area. The purpose of their visit is to reassure refugees who do not want to return to their country.
- The Minister of the Interior of the new government of Kigali has chosen Kibuye for his first visit to the French security zone. So far no member of the RPF government has visited the region. To reassure an unstable, frightened population, ready to flee at the slightest movement, a visit in the style of an election campaign is needed. Seth Sendashonga, "Minister of the Interior - F.P.R." : "We give general insurance like we give to every citizen. What we don't give is the insurance of impunity."
