Abstract
Contract with Martin et cie for training in a camp in Zaire on intelligence collection and analysis in enemy ranks. Provision of eight expatriate executives. Purchase of ammunition from the Chinese firm OMI. Recover $1 million paid. MINADEF expenditures since April 1994: Mil-Tec Corp. Deliveries from April 20-25, April 30, May 13, July 17. Lemonnier owes Rwanda $1,647,861. $1 million of arms purchases not delivered by South Africa to be recovered. Barril signed a contract in June on which he received a $1,200,000 advance. He reimbursed $200,000 to the air attaché in Paris. He must recover the rest after paying the bills including $130,000 for the rental of a plane in May for his team. Transport of equipment from Faya-Largeau to Goma. Transportation by cargo plane from Kinshasa to Goma. Attempts to export tea to Zaire in June to pay for the transport of military equipment. Request for reimbursement of $1 million from Oriental Machineries Inc (IMO). Contract signed in Nairobi on April 15, 1994 by Colonel Gratien Kabiligi.
