Abstract
President Habyarimana, informed by our ambassador of the French decision to withdraw the Noroît detachment at the beginning of December, accepted the principle while insisting on good coordination with the United Nations. On the other hand, he strongly criticized the announced reduction in our volume of military cooperation, describing this decision as "contrary to the assurances that would have been given to him in Paris". In reality, the temporary reduction in our military assistance personnel in no way prejudges the future volume of our cooperation, which will have to be negotiated with the "broad-based transitional government", set up at the end of December.
