Abstract
- A long reflection before action: the UN will have taken its time before deciding yesterday morning [May 17] the principle, and only the principle, of a military reinforcement of its presence in Rwanda.
- Only one vote against, precisely that of Rwanda. After nine hours of debate, the UN authorizes the dispatch of 5,500 Blue Helmets. Change of direction. Last month, the Organization had decided to leave only a handful of soldiers in Kigali.
- Resolution 918 also calls for a ceasefire between belligerents and decrees an arms embargo. But the 5,500 new peacekeepers have only a humanitarian mission. They are not allowed to intervene by force. For many, the civil war which has claimed at least 200,000 lives since the beginning of last month is therefore likely to continue.
- Back from the refugee camps, a member of Doctors Without Borders sent an open letter to François Mitterrand to reproach him for too timid diplomatic action. According to this doctor, the ongoing massacres in Rwanda are due to government troops, troops armed and financed by France.
