Abstract
- In Rwanda, refugees are increasingly living in fear of the departure of the French, announced for August 22. In Kibuye, for the first time, representatives of the Rwandan Patriotic Front were received in the French-controlled area. The purpose of their visit is to reassure refugees who do not want to return to their country.
- The Minister of the Interior of the new government of Kigali has chosen Kibuye for his first visit to the French security zone. So far, no member of the RPF government has visited the region. To reassure an unstable, frightened population, ready to flee at the slightest movement, a visit in the style of an election campaign is needed. Seth Sendashonga, "Minister of the Interior - F.P.R." : "We give general insurance like we give to every citizen. What we don't give is the insurance of impunity."
- Political tactics of a guerrilla movement just out of the war or real exercise of a power that wants to emerge from the shadows. The three RPF ministers will tour the prefectures. But it is to the Hutu people that the new power intends to address itself, even if the men of the RPF do not hesitate to cultivate curious paradoxes: the stage where this meeting takes place is a huge cemetery, 7,000 Tutsis were there massacred last April.
- Dismantling the opposition propaganda that is going well in the refugee camps, the new authorities do not succeed easily.
