While the DAMI is training Rwandan units in Mukamira (north-west of Rwanda), President Habyarimana asks that it also form 8 battalions in Mutara (north-east of Rwanda). These battalions "ask to be instructed in the field of employment". This suggests the direct intervention of the DAMI in the fighting. DAMI instructors would be stationed in Gabiro.
