Abstract
UNAMIR is experiencing serious difficulties in carrying out its mission, in particular because of the roadblocks erected in the city by the Rwandan army. This one could be called by the Security Council to cooperate with UNAMIR.
Comment
The account of the events made by the French ambassador is that of a coup executed coldly by the Rwandan army and the presidential guard. The diplomat does not use this word but speaks of "institutional vacuum" while in the night, General Dallaire, head of the UN blue helmets, asked the Rwandan military leaders to recognize the authority of Prime Minister, Madame Uwilingiyimana. Limiting himself to say that she was arrested and noting the institutional vacuum, Ambassador Marlaud endorses the coup. His acknowledgment of the incapacity of UNAMIR and his recommendation of an appeal by the Security Council is only a way of shirk his responsibilities. However, the ambassador still recognizes that Mr Twagiramungu is the future Prime Minister.
