In his book Le Monde, un contre-pouvoir ? (ed. L'Esprit frappeur, October 1999, p. 161), Jean-Paul Gouteux considers that this article cultivates ambiguity: "Thus Jacques de Barrin denounced, in Le Monde August 3, 1994, the countries ' - among which France - which have an interest in not stirring up the troubled waters of the past as their misconduct against Rwanda has been notorious'. What 'misconduct' is this? De Barrin does not specify. On the other hand, he concludes with advice to 'today's winners if they want to stay in power: advocate for forgiveness rather than punishment […]' Want to reconcile victims and executioners is of great perversity. To forgive the executioners (and at the same time their accomplices) would be to dispense with justice. An economy that is certainly interesting for potential accomplices, but which is not the economy to advise Rwandan leaders if they want, as Barrin suggests, 'to rebuild their country in a different way than the old way.'".
