Title
Les restes de l'armée gouvernementale, mêlés à des dizaines de milliers de réfugiés, se déplacent vers la zone baptisée « française »
Abstract
- In Rwanda, for the first time since the fighting began, refugees were able to return home yesterday [July 10] to Kigali. Edouard Balladur will ask the UN Security Council this afternoon to ensure the replacement of French troops.
- The soldiers of the Rwandan Patriotic Front may be young, but most are already experienced. When they enter Butare, the country's second city, conquered last week, they present themselves as victors.
- In front of the television cameras, they display their war booty with a certain confidence. Without forgetting to point out those responsible for the genocide, their enemies, those who killed while fleeing.
- A few kilometers away, on a road, the fugitives, the remnants of the government army, mingled with tens of thousands of refugees who continue to arrive.
- A long column in disarray, some have been marching for a week. Driven by the fighting, they are moving towards western Rwanda, towards the area dubbed "French". There are adults, disabled people, but also many lost, scared, and hungry children. The humanitarian situation is said to be catastrophic.
- 18 days after its installation, Operation Turquoise is well established. Edouard Balladur will be at the United Nations in New York today. He will address member countries on the future of the French presence in Rwanda and will ask the United Nations to take over.
