Abstract
- 200,000 refugees have already arrived in eastern Zaire in the past 24 hours. The great humanitarian catastrophe that was foreseen is very real today. 600,000 additional civilians are still expected in the coming days in Goma.
- Exhausted after hours of walking, the refugees at nightfall contented themselves with putting their packages where they were in the invaded city of Goma. But this morning, at dawn, they hit the road. They don't know where they're going, they're just going with the flow. A movement that humanitarian associations overwhelmed by events are trying to channel.
- Despite the logistical difficulties, it is time for non-governmental organizations to take matters into their own hands. Because Goma hardly has the means to accommodate these thousands of families in distress. The Zairians, who had never seen this before, stand in solidarity with the refugees but they are worried.
- Despite the night the tide did not stop. In the midst of this crowd, the Zairian paratroopers who came to reinforce them from Kinshasa are doing their best to put some order and confiscate the weapons. But the barrier remains open permanently, nothing could stop the movement. Because the Rwandan Patriotic Front is on the road to Gisenyi, the twin city of Goma, located just a few kilometers in Rwanda.
- At the psychiatric hospital [in Ndera], on the outskirts of Kigali. Locked in their cell, the living dead, malnourished, without medication, abandoned in their deep madness. Last April government forces stormed the hospice, killing 250 patients. Since then, the few survivors have been molding here. The last psychiatrist left them on Sunday [July 10]. The sanitary conditions in the hospital are unbearable.
- The interim Rwandan President and three of his ministers took refuge in the humanitarian zone created by France in the southwest of the country.
- A new Rwandan government will be sworn in on Monday [July 18] in Kigali according to a statement by the representative of the Rwandan Patriotic Front in New York.
- Washington has let it be known that the White House no longer recognizes the current government of Rwanda and has decided to close the Rwandan embassy in the United States.
- Secretary of State Warren Christopher announced a ceasefire accepted by the Tutsi rebels.
