Abstract
- In Rwanda political tensions, malnutrition and looting are manifested in the Safe Humanitarian Zone. Paris had to specify that the troops present were ready to facilitate the arrival of members of the new Rwandan government. But on the other hand, the gradual withdrawal of the soldiers of Operation Turquoise causes the flight of part of the population. And all this is done in deplorable sanitary conditions.
- The French soldiers cannot believe their eyes: they discover a battlefield. A few hours earlier, it was still the only dispensary in the region. In Gikongoro, the border of the French sanctuary, insecurity is increasing as Operation Turquoise is almost coming to an end. South-West Rwanda is under tension.
- The stability that the French soldiers were able to impose for several weeks is disappearing. The humanitarian zone could become a powder keg.
- Abuses committed by uncontrolled elements or revenge by the men of the new power, no one knows exactly. One thing is certain: Kigali does not give enough assurances to the refugees. And the Gikongoro hospital has been receiving wounded for several days. This man, who was trying to return to Kigali, was shot and wounded. According to him, by the RPF.
- Six kilometers from the RPF positions, the situation therefore remains very uncertain, even worrying. No one can at present know whether a second exodus to Zaire will occur.
