Commentary by Monique Mas on this text: "We can already see the elimination of Juvénal Habyarimana in the program: political elimination for sure; since it calls for the resignation of the Prime Minister and the President of the Republic; physical elimination perhaps, in view of the charges of high treason and in view of the murders which have already begun to emphasize political tension in Rwanda. From the presentation of motives (positions, careers and power) to militarization of civilians through the designation of culprits (Uganda, the RPF, their accomplices - a word that will kill many - and the traitors signatories of Arusha), everything is in this text emblematic of what is said in Rwandan circles hostile to negotiations and the sharing of power with the RPF".
