Abstract
Rogue hutu elements of the Rwandan military - possibly the elite Presidential Guard - were reportedly responsible yesterday for shooting down the plane carrying the presidents of Rwanda and Burundi and members of their cabinets. Military elements are also blamed for the subsequent killing of the Rwandan PM and other Rwandan cabinet members.
