The Duclert commission notes in his report on page 229: "On the copy of the document kept in the archives of the EMP (military staff adviser at Elysée), we notice a handwritten note signed Hubert Védrine 'Very reported' and a direct question from the President of the Republic: 'what would you advise?' The use of the term 'ethnic cleansing' is not insignificant". This copy does not include this exchange between Védrine and Mitterrand. We observe that the DGSE note of the same day evokes as an explanation for the recent massacres "a vast program of 'ethnic purification' directed against the Tutsis". General Quesnot here reverses killers and victims.
