À la fin des années 1980, le régime Habyarimana fait l'objet de contestations grandissantes de la part d'une opposition politique regroupant Hutu et Tutsi dans une même revendication d'ouverture démocratique. Dans le même temps, le pays est confronté à une grave crise économique à la suite de l'effondrement des cours du café et du thé, ses principales ressources. Les inégalités sociales se creusent : en 1991, 16 % des propriétaires les plus riches possèdent 43 % des terres. Les disparités socio-économiques recoupent un déséquilibre politique au profit des Hutu originaires du Nord-Ouest du pays.

The genocide of the Tutsi did not suddenly impose itself on the horizon of the contemporary history of Rwanda. It was made possible by the mobilization of a racist imagination brought to incandescence in the context of the war with the RPF and the multiparty system from 1990. extremists to set up the material devices essential to the implementation of the massacres of the spring of 1994.
