Abstract
- The soldiers of Operation Turquoise in Rwanda will all have left the country tomorrow [August 21]. Meanwhile, Hutu refugees continue to flow, even though Zaire has also decided to close its border with Rwanda.
- Yesterday [August 19] 20,000 new refugees crossed the border. We expect double that today.
- Since the day before yesterday [August 18], the governor of South Kivu, Pasteur Jules Kyembwa, has given the necessary instructions for the border to be closed in the direction of entry. A decision that apparently did not come down the hill to the border post. In the meantime, the crowd, made up of new arrivals and those looking for supplies, continues to grow.
- The closure of the border is therefore only official. This is certainly an announcement effect of the Zairian authorities to limit population movements. Because at this border, a sudden closure would inevitably provoke a movement of panic on one side, the risk of riot on the other.
- "Operation Turquoise in Rwanda made it possible to avoid a humanitarian tragedy", this is what François Léotard indicated this morning in an interview with Liberation.
