Abstract
In Rwanda the United Nations High Commissioner for Refugees believes the cholera epidemic has been stopped in the camps. The death rate is decreasing. In contrast, the dysentery epidemic is on the rise. The return of the refugees to their villages is taking place slowly.
- In the capital, the new order is gradually imposed. From dawn, the victors of the Rwandan Patriotic Front rule Kigali. Elements of a well-organized army, the base soldiers of the RPF, constantly supervised by their commander, are subjected to a strict discipline illustrated by the prohibition of smoking or drinking alcohol.
- 24 hours a day, RPF fighters patrol. In their van or on foot, they are often very young. Here they control the district of Nyamirambo. Safety is an obsession: there are rumors that uncontrolled and enemy elements are still hiding in the city.
- Slogans are launched for reconstruction. Today the priority is to clean up the city: the traces of the war must be erased as quickly as possible. But at each strategic crossroads, the comings and goings of the population are not so fluid: checks and searches for all. Strange situation that prevails: the official government is civilian but the military are omnipresent.
- For the first, General Paul Kagame, the real boss of the country, exchanged his fatigues for a civilian costume. It justifies an uncompromising attitude, especially vis-à-vis the French. Paul Kagame, "Vice-President of Rwanda": "The French, who in principle have control over the safe zone, have done little to stop the ex-militias and the soldiers. We can say that the French are their accomplices. The security zone is an integral part of Rwandan territory. Rwanda has a legal government. The process will obligatorily lead us to exercise our power over this zone".
