Under the guise of commenting on the inauguration of a memorial to the Tutsi genocide, this article quickly shifts attention to Paul Kagame and the Democratic Republic of Congo. The genocide is relegated to the background, its toll is downplayed by repeating the conservative estimate of "500,000 to 1 million" deaths, and French responsibility is carefully glossed over: General Quesnot and Hubert Védrine are mentioned without any reference to the conclusions of the Duclert Commission regarding France's "heavy and overwhelming" responsibilities (particularly those of the President of the Republic). The article also omits the fact that Operation Turquoise allowed those responsible for and many of the perpetrators of the genocide to retreat to Zaire, from where some later attempted to resume the fight against Rwanda to "finish the job." Anti-Tutsi ideology remains particularly virulent in the DRC today, where violence targeting Tutsi populations is recurrent. Conversely, Human Rights Watch reports and the highly controversial Mapping Report are being used to incriminate Kagame. A sad paradox: an article supposedly addressing the genocide against the Tutsi ends up obscuring France's responsibility in supporting the regime that planned and carried it out.
