Abstract
The Paris talks between the Rwandan
Government and the Rwandan Patriotic Front (RPF)
scheduled for June 5-7 have gotten off to a bumpy start
caused by an apparent RPF offensive as well as been
delayed for at least one day as rwandan Foreign
minister Ngulinzira is allegedly stuck in Dakar due to
an airline strike. Meanwhile, the reported RPF
offensive in northern Rwanda has prompted president Habyarimana to request french military reinforcements. The French tell us they are prepared to send one
additional company to Rwanda to operate outside Kigali,
but are awaiting authorization from the rwandan Prime
minister and cabinet. However, the French are
contemplating deploying the company if the safety of
the French and expatriate community so warrant. In his
meeting with Quai Africa director Dijoud, Davidow
associated the U.S. presence as support for a dominant
french role in the GOR/RPF negotiations, warned that
the U.S. cannot offer financial or manpower resources
and, in discussing the structure of the current
negotiations round, pressed Dijoud to seek from the
parties a joint general statement of principles to give
momentum to further talks.
