Abstract
- At France's request, the UN Security Council met. It demanded an immediate and unconditional ceasefire in Rwanda.
- Yesterday [July 14], the advance of the RPF forces triggered another mass exodus of people who sought refuge in Zaire.
- Pursued by the fighting, government soldiers and Hutu civilians are fleeing the inexorable advance of the RPF.
- On Wednesday [July 13], the Tutsi of the Rwandan Patriotic Front took Ruhengeri, the last stronghold held by the troops of the former regime. Since then, a human tide of refugees has been pouring toward the Zairian border.
- Here, on the other side in Zaire, Goma, the border city, is overwhelmed by the influx, and humanitarian organizations are stretched to their limits. Samantha Bolton of Doctors Without Borders: "In just one day the situation has become catastrophic. This morning there was nobody here. Now there are 250,000. Tomorrow [July 16] there will be nearly a million, with 600 arrivals every minute".
- The challenge: to stop this mass exodus and avoid a humanitarian catastrophe. Having been petitioned by France yesterday [July 14], the Security Council last night demanded an immediate and unconditional ceasefire and recommended the resumption of political dialogue in Rwanda.
- The UN is finally calling for the mobilization of all available international resources to provide emergency aid to the civilian population.
