Abstract
- The other highlight of the day was the Prime Minister's call for the United Nations to take over from France in Rwanda. A call before the Security Council in New York. And now, Mr. Balladur has not ruled out the possibility of French soldiers extending their presence in Rwanda beyond the set date, that is, July 31.
- Edouard Balladur and Boutros Boutros-Ghali in New York this afternoon. A quick visit by the French Prime Minister, who came to discuss Rwanda. Edouard Balladur: "What I came to say today to the international community, to the Security Council, is, first of all, that we hope that France's efforts will be taken up by the international community in the coming weeks. And that a number of countries that have made commitments or promises will implement them".
- Edouard Balladur had therefore come to establish a timetable for the withdrawal of French troops from Rwanda and the takeover of the United Nations Mission.
- For France, there was a deadline: the end of July. But after a 45-minute meeting with the UN Secretary-General, there was a change of schedule and timetable. There will be no French withdrawal before the end of August; the UN Mission is not ready. There are equipment problems for the peacekeepers.
- At best, 1,500 or 2,000 of them could replace the French in early August. At worst, we'll have to wait another month. In any case, August 21 marks the end of the UN mandate for Operation Turquoise, and France will have the sole choice of whether or not to renew its mission.
