This petition is not dated. It is extracted from a publication "Mpore Rwanda" written by Thaddée Twahirwa of Haguenau (67) in May 1994. This petition reached the Elysée as evidenced by this letter of June 14, 1994 which indicates that this is the 9th shipment. This petition was the subject of an article published in the newspaper L'Humanité on May 26, 1994, which asks to contact Jean-Michel Yung to obtain the text. The latter is known as a researcher at CIRAD in Montpellier. A summary of the action of the associations published by Agir Ici indicates: April 10 - launch of the appeal "for the immediate cessation of massacres and support for democratic movements in Rwanda" by a group of researchers from Montpellier. We therefore date this text to April 10, while noting that it was subsequently revised since it states "Today in Kigali, the UN is withdrawing its peacekeepers". However, the announcement of the withdrawal of the Belgian peacekeepers dates from April 12. Vincent Duclert mentions this call in his report page 431 in a section entitled "4.5.1 A mobilization of intellectuals and NGOs, an accusatory press".
