Abstract
France will present a draft resolution to the United Nations Security Council at the start of the week in New York to obtain authorization to intervene in Rwanda. Mr. Boutros-Ghali "expressed his support for Mr. Juppé for any effort to put an end to the massacres and to protect the Rwandan population from the genocide" while, on the ground, violent fighting with heavy weapons resumed early Saturday morning June 18 in Kigali.
