Abstract
- Rwanda is on the brink of another major tragedy, this time caused by famine.
- At France's request, the UN Security Council demanded an immediate ceasefire this morning and called on the international community to address the needs of refugees fleeing the rebels. This is particularly the case in the country's northwest, where hundreds of thousands of people continue to head toward Zaire.
- Could this be a deliberate strategy to create the worst possible outcome? It certainly appears that the Hutu authorities are doing everything they can to drive the population onto the roads. The RPF advance is portrayed as unstoppable and deadly for civilians.
- The provisional government's rearguard covers its retreat with Kalashnikov fire, whenever ammunition remains, amidst a terrified population in exodus.
- "It's flee or die", they say. And the chaos of the rout allows the perpetrators of the massacres to hide among the crowd. Every minute, 600 men, women, and children cross the border into Zaire, where their weapons are confiscated.
- The town of Goma has turned into a massive camp where survival no longer hinges on the fighting, but on the looming threat of famine. Philippe Biberson, president of MSF, says: "We learned today that up to 900,000 more people are heading toward this region. We absolutely must attempt the impossible to reverse this flow of people; otherwise, it will become a true catastrophe".
- Attempting the impossible means finding a political solution. But the RPF refuses to negotiate with the Hutu provisional government. And the latter fled by helicopter to Zaire and the areas controlled by the French.
- The French, who refused to protect this interim government and who gradually feel a massive trap closing in on them and on the Rwandans.
