Abstract
- The war in Rwanda: the first humanitarian aid flight in weeks was able to land in Kigali today. Since the fighting began exactly three months ago, it is estimated that between 200,000 and 500,000 people have been killed. More than two million Rwandans have been forced to flee their towns or villages.
- All it took was a sound to send the crowd rushing onto the road. A sound, a fear, a hope, the crash of RPF guns, the fear of falling into their hands and the hope of reaching that famous French security zone.
- So they've all been marching and crowding for days, coming from Butare and elsewhere, to meet these French patrols. We're at the edge of the security zone. Everyone has only one question in mind: should they continue marching? Are they finally safe? A Rwandan, questioned among the crowd of refugees: "They slit throats, they disembowel, and they kill! And we flee. What to do, where to go?". Another Rwandan: "We have nothing to do with it. There are probably criminals here because not everyone can be sane. There are killers everywhere! Even in your country, there are killers!".
- The killers, however, came here as elsewhere. In this jeep, Father Emmanuel and one of his students. He is Hutu, she is Tutsi. He was able to save her and a few others from the massacre. But in his school, it was the students themselves who separated Tutsi from Hutu. The young Tutsi student: "We were separated because the students from the Marie Merci school group didn't want to live with Tutsis. The people from here came to the school to kill the Tutsis who were there. There were many deaths".
- Her classmates are also there, preparing to be evacuated by the military, like her. Father says they are threatened in turn. Does he really believe it, or is it time for forgiveness? Diane is safe tonight. Where she sleeps, there are no Hutus.
- After three months of bloodshed, Rwanda seems to be moving toward a political settlement to this conflict. That said, the entire northwest of the country, theoretically under the control of the interim government, seems to be in fact under the control of Hutu militiamen. Our special envoys accompanied the famous CRAPS, the marine commandos tasked with infiltration and intelligence gathering, on an operation.
- Somewhere in Rwanda, outside French positions, 10 men, the elite of the Legion, the Deep Search and Action Commando of the 2nd REP. First objective: identify potential RPF infiltration points via the southern flank, the Burundian border. Nothing to report.
- Their surprise is considerable: since the massacres, no one has ventured to them, and Lieutenant Raoul approaches the second objective of his mission. Deathly silence about the massacres. 10 Tutsi lived in this village. Since they disappeared, the population has remained silent, still turning a blind eye.
- Fourth village crossed in two days on the trail: Karengera. For the CRAP men, the atmosphere changes. Here, someone is going to speak, a priest. Still terrified, relieved to finally confide in a French army officer. The priest: "It was a plan. They went from parish to parish. They first went to Hanika, they killed those who were there. They came to Nyamasheke, they massacred everyone. These are militias with leaders. At least in the region, they were led by a young man".
- Disgusted, Lieutenant Raoul already knows what he will find behind the walls of this communal house: a mass grave, carefully hidden in a vegetable garden. The earth is freshly dug, but his men end up finding clothes still lying around. And then the traces of the deaths of these 147 Tutsi.
- The start of an investigation into a genocide. By cross-checking from village to village, the CRAP men now know the names of those responsible for the massacres. In this region, the militias of the interim government are still present, still threatening.
- A moderate belonging to the Hutu ethnic group is expected to lead the new Rwandan government of national unity next week. A man currently in Brussels who intends to distance himself from the ethnic problems that have ravaged his country. Faustin Twagiramungu: "This is a purely Rwandan problem. So, if a government is formed, this government will have Rwandans, with both Hutu and Tutsi. But this majority cannot be represented by assassins! I believe there is a silent majority of Rwandans. And this majority would like there to be a situation of pacification, national reconciliation, stability, etc. So the majority of people were not involved in these killings. There is a minority and this minority must be punished. […] It was France that said that, by the end of July, its troops must have left Rwanda! Consequently, its troops must be replaced by UNAMIR 2! And this UNAMIR 2 should be dispatched quickly so that it can settle in and take over. France was involved in the resolution or settlement of this conflict. So it might be a good idea to involve countries other than France".
