Abstract
- Rwanda: yesterday [July 17], mortar shells once again killed people in Goma, where Rwandans have taken refuge. There were over a hundred deaths. Meanwhile, RPF rebels attempted to infiltrate the humanitarian zone established by France. France, having alerted the Security Council, is determined to take a firmer stand.
- She is searching for a relative, perhaps her child, amidst the heap of bodies. It was 4 p.m. yesterday [July 17] when three shells struck the airport and the very center of Goma.
- Goma has been overwhelmed by an influx of refugees over the past week, numbering more than a million today. The result: in addition to those killed directly by shrapnel, dozens more died in the ensuing panic, children and the elderly suffocated or trampled by the crowd. The toll: around a hundred dead as of this morning.
- The fire originated from eastern Rwanda. France holds the RPF responsible for the shelling and condemns it.
- François Rutayisire, RPF representative in France: "The RPF is not responsible for this shelling of Goma. It is elements of the Rwandan Armed Forces who are trying to trigger a widespread conflagration and escalate the fighting. The RPF is fighting inside Rwanda".
- Meanwhile, following another clash yesterday [July 17], Paris has once again warned the RPF against any infiltration into the zone under its protection.
- François Rutayisire: "That zone was defined under the United Nations mandate as a neutral humanitarian zone. Yet elements of the Rwandan Armed Forces, militiamen, and political officials have taken refuge, or continue to take refuge, in that sanctuary. We maintain that, under these circumstances, the established mandate is not being respected".
- France's response: "We disarm soldiers when they enter our zone, and we will hand over those responsible to international justice".
