Abstract
- Edouard Balladur in New York. The French Prime Minister, accompanied by Alain Juppé, appeals to the United Nations. In order to break France's isolation in Rwanda, yesterday [July 10], the G7 in Naples praised Paris's efforts. Edouard Balladur, for his part, hopes that humanitarian organizations will get involved and that UN forces will take over from French soldiers. Edouard Balladur: "It is now essential that France's efforts be supported by the entire international community".
- Edouard Balladur also does not rule out the possibility of the French remaining on the ground a little beyond the deadline of July 31.
- On the ground, French forces are saving lives. And given the magnitude of the situation, France still appears very much alone. In the far west of the country, French soldiers can do little to address the influx of refugees streaming back toward the town of Kibuye.
- The entire country seems to have set out on the move. From every hill, from every path, entire families emerge, carrying all their belongings on their heads. Many have remained on the side of the road, too old, too young, or too sick.
- All these streams unite into rivers and then into a veritable human tide. Wherever a market, a village, or a crossroads serves as a confluence or a checkpoint.
- From the heights of their eyrie in Mugunga, the French soldiers helplessly watch this surge.
- There are those who are still hiding for fear of further massacres and whom the French rescue in the early morning at the advanced military posts. These people will be fortunate, in their great misfortune, to be rescued and even to receive treatment.
- At Goma airport and at the Cyangugu field hospital, a few dozen victims were rescued, while tens of thousands were abandoned, due to a lack of sufficient resources, and especially the lack of peacekeepers to stop this hemorrhage that has been bleeding to death: the Rwandan population, for exactly three months and four days now.
