Abstract
- In Rwanda, the situation is becoming increasingly critical: first on the ground, the RPF forces are advancing towards the limits of the security zone defended by French soldiers. France is today sounding the alarm about the serious humanitarian situation. Edouard Balladur will appear before the UN Security Council next Monday [July 11].
- Warning, humanitarian disaster in sight: hundreds of thousands of Rwandans, the figure put at 850,000, are heading towards the French security zone. An already overcrowded area, 500,000 refugees are crammed into it. There isn't enough food, and there are fears of epidemics.
- Alain Juppé appeals to humanitarian organizations: "Today we have secured the area, and that was our objective. This objective has been achieved. Now we need an international mobilization in the face of what is undoubtedly one of the greatest humanitarian disasters looming".
- Encouraging humanitarian workers to come requires the disarmament of the militias and civilians, the majority of whom are Hutu. The French are working on this: weapons, rifles, machetes, and grenades have been seized.
- On the military front, a clash took place between the government army and the RPF: an exchange of fire barely three kilometers from the French positions. The RPF is slowly approaching the security zone.
