Abstract
- In Rwanda, murderous raids are increasing on Kigali. The United Nations Assistance Mission had to suspend the evacuation of civilians again after a UN convoy came under fire in the capital.
- 14 African countries meeting at the summit in Zimbabwe still agreed to send troops there to separate the government forces from the rebels.
- The failure of discussions on a truce between the Rwandan army and representatives of the Patriotic Front makes the situation unbearable for the UN and the humanitarian organizations there. At least one million people are at risk of starvation and disease, while 10,000 tonnes of food are stranded in a warehouse in Kigali.
- The Security Council has indeed authorized the reinforcement of UNAMIR up to 5,500 men. But none have arrived yet.
- The rebels are gaining ground. They would have taken the Kabgayi camp, which was very threatened. But despite its victories, the RPF no longer has enough men to control the country, many of its supporters having been assassinated by pro-government Hutu militias.
- The death toll is therefore getting closer every day to the half-million announced for a country of seven million inhabitants.
