Abstract
- French troops in Rwanda are expected to begin their withdrawal at the end of July. François Léotard announced this this morning, while the RPF was asking France to honor its commitment and leave the country before August.
- The end of their mission will be respected. The 2,500 French troops of Operation Turquoise will begin leaving Rwanda on July 31st. But they will only "begin" because they will have to wait for the 5,500 UNAMIR peacekeepers to relieve them. There is no question of leaving the country to the militias or abandoning the refugees. General Lafourcade, head of Operation Turquoise: "My concern is to hand over to the humanitarian organizations, of which there are many and who are just waiting to return to the country. They were no longer going there because of the prevailing insecurity. I hope my action will allow them to work".
- NGOs are still slow to reestablish themselves among the population. Until now, they feared confusion between military operations and humanitarian intervention. Confirmation of the military's departure will remove this ambiguity. Currently, there are an estimated one million displaced people in Rwanda.
